infrastructure of the voluntary and community sector,
developed in partnership with the sector. The aim of
ChangeUp investment is to catalyse the modernisation of infrastructure provision in order to improve its sustainability, quality and reach. Led by sector expertise, the new Capacitybuilders agency manages ChangeUp.

Capacitybuilders released its draft framework for national support services 2008-2011
Four broad themes are proposed for the next phase of ChangeUp national support services:
finance, performance, workforce and voice.
Capacitybuilders is inviting comments from the Infrastructure National Partnership (its formal advisory committee) and others, on the framework itself and the task of providing new national support services over the 2008-11 period.
The paper follows the funder's general consultations with the sector conducted through Destination 2014 on the possible future shape of national support services, which was carried out between December 2006 and March 2007. Capacitybuilders proposes that the commissioning of services will take place between July and December 2007.
